Áras Éanna is seeking tenders from suitably qualified individuals or organisations to carry out an independent external evaluation on the pilot programme: AIR on the Edge – Artist International Residency Programme.
AIR on the Edge
AIR on the Edge is a new one-month international artist residency exchange between Denmark, Finland, Ireland, The Netherlands and Serbia. It focuses on artists professional development, with an opportunity of engaging within rural communities and their surroundings and is rooted in rural places and cities on the edges of Europe.
Deliverables and Outcomes
AIR on the Edge will give artists the opportunity to immerse themselves in different communities, their nature, heritage and cultural landscapes while being supported by the host organisations to ensure meaningful connection and integration within the community they are placed.
The project aims to realise the following Deliverables and Outcomes:
To support socially engaged artists’ professional development.
Inform the future development of sustainable structures and best practice for future International Artist exchanges.
Develop an international network of artists working in similar contexts Internationally.
Increased community connection through socially engaged artists.
Support communities to engage with a variety of artists and artistic practices in their places.
The role of the external evaluator is foreseen as follows:
Identify elements of best practice and quality indicators in the project delivery.
Measure the overall outputs achieved.
Measure the short- and medium-term impacts achieved against the project objectives.
Contribute to the project’s reporting requirements and produce a final evaluation report.
Make recommendations on how the project could be improved, developed, and scaled up.
Information to be submitted as part of the tender, should at a minimum address the following elements:
Consultant(s) profile: capacity, skills, experience, and knowledge.
Clear, well-defined evaluation methodology and work plan.
We are looking for an individual/organisation who can demonstrate:
Evaluation experience.
Good research and analysis skills.
Excellent communication skills.
Capacity to deliver a quality piece of work.
Ability to draft reports in plain English and in a succinct way.
Fee
The fee for this piece of work is €5000 inclusive of VAT and all expenses incurred. The fee shall be in two payments in Euro (€) via bank transfer, on receipt of an invoice on the signing of a contract and the delivery of the final report.

A short proposal based on how you plan to deliver on the above listed requirements, outlining your proposed approach to meet Aras Eanna’s requirements as set out in this document.
An outline of any added value or additional information you think is relevant.

Evaluation Criteria
Tenders will be evaluated on the information provided at the time of tender. Tenders received will be marked out of 100 as follows:
Understanding of tender requirements and approach to tender -10
Value for money -20
Relevant experience -30
Methodology and Project Management Plan -30
Other/ including additional suggestions -10
Aras Eanna shall notify acceptance of the tender to the successful Tenderer as soon as reasonably practicable and in any event by 06/11/2023.
Unsuccessful tenderers will be notified when the appointment of the successful tender has been confirmed.

Terms of Appointment
The contract period shall be for a maximum duration of 9 months, or until the final evaluation report has been presented to Aras Eanna, whichever is the shorter. Where a group or consortium submits a proposal, a lead consultant must be nominated who shall be fully responsible for providing the services required by this brief. On appointment the successful tenderer shall prepare and agree an evaluation framework plan with the Project Manager.
